He could also tell when Trainers could do with some challenge and harassment and whn they would be overwhelmed to the point it would actually be dangerous to the lives of them and their Pokémon. Junko might have thought his blizzards he made in the mountains were random, but they weren't, he knew what he was doing. Or at least, he did in his own head, it's not like there was no malice whatsoever.
But the point is, he had sensed that lingering from her before now, like when she had said "best friend" now, like she wanted to say something else.
